The Working Group on Arbitrary Detention (WGAD) is subordinated to the UN Human Rights Council and was founded in 1991. Five independent human rights experts investigate and decide on cases of arbitrary detention that violate human rights. The mandate is limited to “urgent appeals” and “communications” to the states concerned to point out the cases. In regular reports, the working group also draws public attention to them.
